Aims and Objectives
In 2000/01, £12m of Government regeneration funding (Single Regeneration Budget Round 6) was secured for a 7 year programme of comprehensive regeneration and development in the Aire Valley Leeds area (subsequently extended by a further year, to March 2008). The regeneration programme had three key objectives;

To improve the Aire Valley Employment Area to make it an accessible, secure and attractive location for new investment and jobs


  • Build the East Leeds Link Road to open up new development sites and improve access.

  • Bring forward 400 hectares of land for development.

  • Develop integrated transport access into the area - improved bus services, roads, cycle and pedestrian routes, including links to surrounding communities.

  • Landscaping and security improvments to enhance the area's appearance and image

  • Improvements to the waterway corridor for recreation and leisure.



To promote an Access to Employment Network that ensures inner city residents have maximum opportunity to benefit from the jobs and training generated by new investment in the area.

  • Establish a dedicated Employment Access Team to link the needs of business to potential local employees

  • Work with inward investors to provide individual training and recruitment packages.

  • Work with surrounding communities to identify and meet training needs to maximise access to future job opportunities.


To ensure the long-term growth and sustainability of the job base in the area by providing a range of measures to support new and existing businesses.

  • A dedicated Business Adviser and financial support package to assist the growth and development of local businesses.

  • Support the formation of business forums and develop networking opportunities.



Significant improvements have been achieved over the life of the SRB programme. These include major site infrastructure and development, over 1,000 people assisted into employment, support to 200 local businesses, and environmental and waterfront improvements.

An independent evaluation of the SRB programme carried out by ECOTEC Research and Consulting in 2008 identifies performance against objectives and targets, the wider impact of the programme, and areas of good practice. Following the end of the SRB programme, regeneration and development are continuing with an increasing focus on public-private partnership working, particularly on provision of major infrastructure, public transport improvements, sustainable development and access to employment.
